Evidence-based training, according to ICAO, is a training programme aimed at the acquisition of competencies (competency based training).

The objective of this programme is to identify, develop and assess the competencies required to operate safely, effectively and efficiently in the air transport environment from an operational point of view, while addressing the most relevant threats based on data from accidents, incidents, flight operations and training courses.

In addition, ICAO, in collaboration with IATA and IFALPA, has also published two documents on evidence-based training (EBT), which expand on the information contained in ICAO Doc. 9995, and provide a description of the evidence on which the EBT training programme is based. These documents are: the ‘IATA EBT implementation guide’ in its first edition of July 2013 and, secondly, the ‘IATA Data report for Evidence Based training’.

Finally, the European Aviation Safety Agency (EASA) has published several documents and established a road map for regulating EBT in the European context (EASA EBT regulatory road map).
